DCC - Driver Competency Certificate The term "DCC" has been replaced by "CC" and "RC", see an extract of NOW minutes dated 31st August 2010.
The DCC is a NOW (National Off-road Workgroup) initiative. Nobody, not even a TETA accredited training provider can issue the DCC. According to the NOW Strategy, you will need a DCC (or a 4WD guide with a DCC) to have access to eco-sensitive areas. To qualify for a DCC, you need to be accredited in relation to the off-road unit standard US-254135.
Once accredited in relation to the unit standard, you will have a small qualification (4 credits) that cannot be taken away from you. The DCC however, will most probably be a regulatory certificate, that can be renewed or taken away from you. The DCC is not currently in operation, and will be finalized after the Norms and Standards are set by NOW. The DCC should be finalized by mid 2011. After this, you will be able to apply for a DCC. The unit standards on the other hand, is registered on the SAQA framework and training service providers are available to offer accredited 4x4 training and certification.
The DCC will be regulated by "Norms and Standards" under an existing law NEMBA (Biodiversity Act), 2004. It is expected that the regulation will be in place mid 2011, with a 3 year period for compliance/implementation.
The "DCC" term is replaced by the new term "CC" and "RC" . CC = Competency Certificate ; RC = Registration Certificate.
Driver Competency Certificate (DCC)
PH tabled the need for clarity for the use of the term “DCC” as well as what the term is going to be regards Registration for Access to Sensitive Areas. The meeting DISCUSSED various views and inputs, including the following names:
(1)With reference to Unit Standard 254135 (DCC - Driver Competency Certificate, Unit Standard 254135, Official name of Unit Standard as per SAQA, Off-Road Driver Competency Certificate, Rider Competency Certificate, Competency Certificate, Competency Certificate against Unit Standard 254135)
(2)With reference to future registration for Driver / Riders to access Sensitive Areas (no name - just registration process, Driver Competency Registration, Driver Competency Certificate Registration, Registration Certificate, Registration Certificate to access Sensitive Areas)
The meeting AGREED to use the following terminology:
(1)For Unit Standard 254135 - Competency Certificate against the Unit Standard 254135
(2)Future registration to access Sensitive Areas - Registration Certificate to access Sensitive Areas.
The meeting NOTE that the Registration Certificate to access Sensitive Areas is to be finalised during the Norms-and-Standards process.
The CC is compulsary and should be in place before you can apply for a RC.
